Carbon peak carbon neutralization and clean air synergistic advance thinking

Since the tenth eighth national congress of the communist party of China, China’s ecological environment quality has been continuously improved and positive progress has been made in tackling climate change. However, it should also be seen that the construction of China’s ecological civilization is still in a critical period of pressure superposition and bearing forward, and the long-term contradictions and short-term problems of protection and development are intertwined. In this context, the scientific formulation and implementation of collaborative governance policies are of great significance to promote the realization of pollution reduction and carbon reduction synergies and efficiency, accelerate the comprehensive green transformation of social economy, and achieve the goal of beautiful China and the vision of carbon and carbon convergence.  The situation and challenges of coordinated emission reduction between atmospheric pollutants and greenhouse gases  In recent years, China has implemented a series of air pollution control policies and measures, and the air quality has been significantly improved. However, at present, the situation of PM2.5 pollution in China is still grim, and the O3 pollution is gradually highlighted, and the overall improvement of air quality is still under great pressure. In addition, China’s social economy is in the stage of high-quality transformation, and the demand for energy and resources will remain high for a long time, so as to achieve carbon peak, carbon neutralization target time tight and task heavy.  In order to cope with the above challenges, based on the same root homologous nature of atmospheric pollutants and greenhouse gases, it can promote the planning, deployment, promotion and assessment of pollution reduction and carbon reduction by designing a scientific and reasonable collaborative path, so as to achieve synergies and synergies. The city is the basic unit to promote the implementation of the policy. The analysis shows that most cities in China did not realize the synergistic decrease of CO2 emission and PM2.5 concentration between 2015 and 2019. In order to promote the realization of collaborative governance, relevant policies and measures should be formulated and feasible collaborative emission reduction paths should be sought.  2. Implementation path of coordinated emission reduction between atmospheric pollutants and greenhouse gases  In order to achieve pollution reduction and carbon reduction synergy, it is necessary to establish a collaborative policy system and governance mechanism, which can be carried out from the five aspects of implementing goal coordination, deepening key areas control, focusing on key regional governance, strengthening resource recycling and utilization and optimizing collaborative governance measures (as shown in the following figure).  1. goal coordination: to achieve pollution reduction and carbon reduction synergies and synergies as the target policy  In the short term, we need to formulate policies based on the goal of achieving the carbon peak by 2030 and basically building a beautiful China by 2035. In the medium to long term, policies need to be formulated to achieve the fundamental improvement of carbon neutralization and air quality. According to the phased goals, reasonable planning measures and tasks, deployment of pollution reduction and carbon reduction actions, promote the fundamental improvement of China’s air quality and the completion of climate targets on time.  2. field coordination: strengthen the source emission reduction of high-degree departments  With the continuous progress of air pollution prevention and control in China, the efficiency of end-treatment measures for major atmospheric pollutants has reached a high level, and the potential to continue to reduce emissions is limited. In addition, there are no large-scale mature treatment measures for CO2 emissions. Therefore, it is the key way to realize the coordinated governance of pollution reduction and carbon reduction by promoting the structural adjustment of key departments and carrying out source emission reduction. Take the transport and industrial sectors with higher levels of coordination as an example: In the transport sector, we should actively promote the efficient and clean development of transportation: (1) to carry out in-depth transport structure adjustment, and promote the transportation of bulk goods “into the railway” and “into the water”.
